Project Controls Engineers (May 31, 2006)

Requirements:
- Bachelor degree (or above) in an engineering Discipline.
- 5+ years of related experience.
- Knowledge of Primavera and MS Project scheduling software and spreadsheets.
- Must be efficient in MS excel and Word.
- Some accounting background is required.
- Construction background a plus.
- Ability to handle multiple tasks.
Responsibilities: The Project Controls Engineer is responsible for assisting with scope analysis, general estimating, cost control, and schedule oversight on capital projects from conception to completion.
Assisting the Project Manager and in support of the Business, the Project Controls Engineer (PCE) is responsible for cost and schedule planning/control through all phases of the proposal and project life; from the proposal to the close-out.
Some key tasks to be performed are:
- Update; track, monitor and control cost, schedule activities/deliverables
- Conduct site visits and progress verification
- Identify potential and critical issues with recommended recovery/resolution plan
- Administer change control process
- Earned value and variance reporting
- Portfolio review participation including cost and schedule forecasting
- Review of discipline scopes of work and specifications
- Review of contractor prepared estimates and participate in conceptual and definitive project estimate reviews
- Validation of estimates and schedules
- Working with project teams and other Project Control Engineers to upgrade existing project controls processes consistent with business objectives and latest technology.
- Provide guidelines and oversight of the development and implementation of contractor and in-house project cost control activities.

Project Health & Safety Manager (May 31, 2006)

Requirements:
- BS in Safety, Science or Engineering desirable
- Certified Safety Professionals desirable
- At least 10 years experience in the construction industry; project HS management and international experience desirable
- Experience with US Military desirable particularly in facilities in Kuwait
- Good written, oral, and presentation skills
- Understanding and knowledge of OSHA construction regulations and USACE EM 385-1-1
- OSHA 30 Hour Construction training course or equivalent
- Experience providing oversight of project HS personnel
- Understanding of loss prevention and control principles and strategies
Responsibilities:
- Be a safety and health leader through words and actions
- Develop project HS plans
- Management of project HS personnel
- Provide training for ECC and subcontractors on project HS Plans and Procedures
- Supervise all HS tasks to ensure compliance with contract plans and specifications
- Implement inspection program and perform informal daily safety inspections to assess implementation of project HS Plan
- Ensure implementation of hazardous work procedures, medical surveillance, industrial hygiene, and recordkeeping requirements
- Facilitate incident reporting and investigation in a timely manner
- Maintain client communication and understand client expectations
- Facilitate correction of substandard conditions and actions, and foster continuous improvement efforts

Field Superintendent/Assistant Project Manager (May 31, 2006)

Requirements:
- Bachelors Degree in related field or university program certificate; or 5 to 10 years related experience and/or training; or equivalent combination of education and experience
- Minimum 5+ years working experience as PM or superintendent experience in construction disciplines ranging from: electrical, mechanical, structural, and civil on projects type ranging from building and reconstruction of schools, hospitals, commercial and residential building, military facilities Etc…
- Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to defend problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
- Must be proficient in MS Word, Excel; Microsoft Project or Primavera, Must have excellent leadership and communications skills
- 40-hour OSHA, HAZWOPER, 8-hour OSHA HAZWOPER supervisory and 8-hour OSHA HAZWOPER annual refresher training, if fieldwork is expected
- Arabic language skills are a plus
- Government, specifically military, project experience is preferred
Responsibilities:
- Assist PM in the planning and coordination of activities designated to ensure that goals or objectives of project are accomplished within prescribed time frame and finding parameters
- Review project proposals or plans to determine time frames, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
- Establish work plans and staffing for each phase of project, and arrange for recruitment or assignment of project personnel
- Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority
- Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget
- Review status reports prepared by project personnel and modify schedules or plans as required
- Prepare project reports for management, client, or others
- Confer with project personnel to provide technical advice and to resolve problems
- Coordinate project activities with activities of government regulatory or other governmental agencies

Project Quality Control Manager (May 31, 2006)

Requirements:
- BS in Engineering or Science desirables
- Certified Quality Manger or Certified Quality Auditor preferred
- At least 10 years experience in the construction industry; project QC management and international experiences desirable
- Experience with both self performance and subcontracted projects
- Project quality control (QC) experience including management of all project QC activities, supervision of QC staff, and development of project QC submissions
- Thorough understanding of civil, mechanical, and electrical quality control (QC) equipment, processes, and testing procedures
- Experience with the US Military desirable particularly at facilities in Kuwait
- USACE Quality Control Management training
- Good written and oral communications skills
- Understanding of loss prevention and control principles and strategies
